Creative Industry Overview

To realize the vision of “Changhua Way – Forward in Culture and Creativity ” , the Changhua County Government positions cultural and creative development as the key driving force of urban transformation. By focusing on branding, innovation, sustainability, and the deepening and promotion of local values, the County has formulated six major strategies for the next decade. These strategies aim to strengthen the cultural and creative ecosystem, talent cultivation, local connections, and international competitiveness.

Six Development Strategies for the Next Ten Years:

1. Building a Cultural and Creative City Brand
Through the “Changhua Cultural and Creative CHCC” certification and the annual “Changhua Cultural and Creative Expo,” the County establishes a strong city brand identity, creating a platform to consolidate local creative resources and enhance the image of cultural and creative brands.

2. Advancing Cultural and Creative Industries
By organizing featured store selections and developing the “Featured Industry Street Corner Museum,” along with training programs for local students and youth, the County cultivates design thinking and regional creativity, showcasing Changhua’s cultural aesthetics and innovative vitality.

3. Preserving the Heritage of the Historic Capital
Through the preservation and revitalization of historic monuments, neighborhood regeneration, and initiatives such as the “New Legacy Innovation Action Awards,” the County promotes the integration of physical spaces with digital content, in coordination with tourism and cultural-artistic programs, to reshape the charm of Changhua as a historic capital.

4. Organizational Integration and Innovation
By establishing a cross-departmental guidance system and the “Changhua Cultural and Creative Promotion Committee,” the County brings together governmental resources, cultural creators, distribution channels, and expert advisors to formulate policies collaboratively. This maximizes the use of resources and expands support for outstanding cultural and creative practitioners and partners in Changhua.

5. Digital Culture and Marketing Value
Leveraging “offline and online advertising,”“content marketing,”and“KOL/KOC/blogger collaborations,”the County fosters digital content creation, providing opportunities for cultural and creative businesses to showcase and sell their products. This expands brand exposure, strengthens industry connections, and highlights the uniqueness of Changhua’s cultural and creative brands in the digital era.

6. Building a Sustainable Green Industry
Through initiatives such as the “ESG Innovation Design Award Program,” sustainability certifications, and low-carbon transformation guidance, the County supports the transition of traditional industries. Local enterprises are encouraged to develop high-quality products with Changhua’s unique characteristics, aligned with the UN SDGs, thereby building a sustainable system with international competitiveness.

Through these core strategies, the Changhua County Government envisions a city that is livable, innovative, vibrant, sustainable, progressive, age-friendly, and smart. Starting from culture, by integrating resources, cultivating talent, and promoting innovation, Changhua seeks to create a livable environment suitable for youth entrepreneurship and intergenerational prosperity gradually shaping itself into a “Historic Capital of Innovation”: a cultural and creative city defined by creativity, competitiveness, and sustainability.
