2026 Changhua Cultural & Creative Excellence Certification – Call for Entries
I. Purpose
In recent years, industries across various sectors have increasingly emphasized design, aesthetic packaging, experiential services, original branding, digital marketing, storytelling, and value-driven brand positioning. Changhua County is not only rich in cultural heritage and history, but also home to distinctive traditional crafts and seasonal festivals, providing fertile ground for the development of cultural and creative industries.
Through the Changhua Cultural & Creative Excellence Certification, this program aims to strengthen the connection between commerce and local culture, enhance the value and competitiveness of Changhua’s cultural and creative brands, and shape a distinctive city brand identity for Changhua.

III. Eligibility
1. Applicant Requirements
Legally registered companies, sole proprietorships, corporations, organizations, and individual studios established in Changhua County are eligible to apply. Applicants must have obtained all required legal permits for commercialization, and the submitted cultural and creative products must already be produced in small or mass quantities and available for sale.
2. Product Scope
Submitted products must be officially launched, reproducible, or equipped with basic packaging, and presented as complete products ready for direct sale. To expand the output value and market visibility of Changhua’s cultural and creative products, entries must demonstrate a certain level of production scalability.
3. Categories
(1) Cultural & Creative Excellence (Premium Works)
This category focuses on collectible value, emphasizing cultural depth and artistic expression. Entries should highlight original design and refined craftsmanship, showcasing regional characteristics as well as the creator’s personal style and cultural interpretation. Works should possess both aesthetic and collectible value, embodying local cultural spirit and contemporary aesthetics.
(2) Cultural & Creative Products
This category aims at scalable production while balancing creative design with market practicality. Products should reinterpret local cultural elements and apply them to everyday life. Eligible entries may include creative goods, cultural merchandise, and cross-industry collaborative products that transform cultural creativity into distinctive lifestyle products with cultural identity.
(3) Visual Identity & Packaging Design
Centered on brand identity and cultural aesthetics, this category integrates local stories, industry characteristics, and creative design. Through visual and packaging design, entries should convey product value and cultural meaning. Submissions may include outer packaging, brand identity design, and extended visual applications, demonstrating integrated design capability and enhancing overall brand quality and market competitiveness.
IV. Application Process
The program adopts a two-stage application process.
Stage 1: Online Application
Applicants must complete the online application form (URL to be announced) within the specified period, provide contact information, and upload all required documents, including the application form, product information sheet, declaration and authorization letter, personal data consent form, product images, and other supporting materials (if applicable). A confirmation email will be sent upon successful submission.
There is no limit to the number of entries per applicant. Each product requires a separate application form. Products with similar design styles may be submitted as a series and require only one form.
Product images must be provided at a resolution of at least 300 DPI.
Incomplete submissions must be supplemented within three (3) days of notification. Failure to do so will be regarded as withdrawal from the application.
Application Period: From now until January 31, 2026, at 11:59 PM.
Stage 2: Physical Submission
Shortlisted applicants must submit one complete physical product (or one complete product series) by registered mail or in person to the Changhua Cultural & Creative Excellence Certification Task Force. Please attach Appendix 1 to the parcel for identification. Late submissions will result in disqualification.
In-person delivery hours: Monday–Friday, 8:00–12:00 and 13:00–17:00

The submitted item must be a complete, market-ready product suitable for direct sale. Fresh agricultural or fishery products are not recommended. For food products, only packaging (e.g., sealed bags, boxes, carriers) is required; contents are not included.
The organizer shall not be responsible for any loss or damage incurred during delivery.
Submission Period: From the announcement of preliminary results until March 6, 2026, at 5:00 PM.
V. Review & Certification Process
The review process consists of two stages:
1. Preliminary Review
A document-based review conducted by a review panel composed of professionals and representatives from relevant agencies. Applicants will be evaluated based on the completeness and quality of submitted materials. Shortlisted applicants will be notified via official letter and email, and results will be announced on the Government and Bureau websites and the event’s Facebook fan page.
2. Final Review
A physical product review conducted by the review panel. Products will be evaluated based on visual aesthetics, cultural elements, creativity, and development potential. Entries scoring 80 points or above will pass certification. A total of 10–15 products may be selected, subject to adjustment based on submission volume and review results.

The organizer reserves the right to adjust the schedule based on actual circumstances.
VIII. Certification Benefits & Promotion
Certified products will receive priority participation in government-organized marketing and promotional initiatives, including exhibitions, domestic and international trade fairs, social media promotion, official website listings, sales channel recommendations, and guidance for applying to government innovation support programs such as the Local SBIR.
IX. Guidelines for Certification Label Use
False information, intellectual property infringement, unauthorized transfer, or improper use of the certification label will result in revocation. The certification does not guarantee intellectual property protection, and the Government shall not be liable for any losses arising from the use of the certification label.

Participation implies full agreement with all terms and conditions set forth herein. The organizer reserves the right to make final revisions, interpretations, or to cancel the program. Physical products submitted for final review may be collected within one month after the certification ceremony; uncollected items will be handled by the organizer.
