2025 Changhua County Festival Cultural & Creative Product Proposal Selection

Program Guidelines**


I. Background

With a history of more than 300 years since its establishment, Changhua County is grounded in a rich cultural heritage and strong industrial capacity, giving rise to a wide range of distinctive local festivals. These include the Moonlight Lantern Festival, Flowers in Changhua, Lukang Dragon Boat Festival, Wanggong Fishing Fireworks Festival, Mazu Blessing Cultural Festival, Ershui International Run-for-Water Festival, and the Taiwan Granary Tianzhong Marathon, among others.

In order to develop cultural and creative products inspired by Changhua’s unique festivals and to prepare for the upcoming 2025 Taiwan Design Expo in Changhua, the Changhua County Festival Cultural & Creative Product Proposal Selection is hereby launched. Businesses, designers, and creators from all sectors are invited to participate by proposing innovative cultural and creative products inspired by Changhua’s festival imagery and local characteristics. Through a public–private collaboration model, this initiative aims to drive the development of Changhua’s cultural and creative industries.


II. Organizing Bodies

  • Organizer: Changhua County Government (hereinafter referred to as “the County Government”)

  • Co-organizer: Changhua County Cultural Affairs Bureau (hereinafter referred to as “the Bureau”)

  • Implementing Agency: National Yunlin University of Science and Technology


III. Proposal Requirements

  1. Eligibility:
    Companies or businesses legally registered in accordance with the law and possessing product development and mass-production capabilities.

  2. Product Categories:
    Cultural and creative products such as daily necessities, stationery, and agricultural specialty products (excluding fresh food) are eligible. Products submitted under this proposal may not be concurrently applied for other programs of the County Government. Any duplicate applications verified will result in disqualification.

  3. Production Cost:

    • Suggested production quantity: between 1,000 and 10,000 units (sets)

    • Total development and production cost shall not exceed NTD 500,000

    • Unit price shall not exceed NTD 500 per unit (set), including packaging

    • A unit price analysis (including packaging) must be provided

  4. Product Specifications:
    No restrictions; however, specifications must be clearly stated in the submitted design images.

  5. Materials:
    No restrictions; however, materials used must be clearly specified in the design images, and considerations regarding material safety and mass production feasibility must be addressed.

  6. Proposal Content:
    (1) Proposals must present original cultural and creative product designs with innovative concepts, incorporating Changhua’s local festivals and/or the 2025 Taiwan Design Expo, along with complete packaging plans.
    (2) Products must demonstrate economic value or meet market demand.
    (3) Designs must reflect creativity, originality, aesthetic quality, and refinement.
    (4) Products must be practical and feasible; selected proposals must be suitable for development and mass production.
    (5) Products must not have been previously published, exhibited, or sold. Any violation discovered will result in immediate revocation of finalist or award status, as well as any subsidies or prize money.


IV. Selection Process

1. Preliminary Selection (Document Review)

(1) Applicants must complete the preliminary application form and product proposal description form. All submissions shall be made online.

(2) Submission deadline:
From now until 5:00 PM, May 30, 2025

(3) There is no limit on the number of applications per entity. Each product requires one application form. Series products may be submitted with a single application.

(4) Image requirements:
Image resolution must be 300 dpi and file size over 2MB.

(5) If application materials are incomplete, applicants must supplement the missing items within three (3) days after notification. Failure to do so will be deemed a forfeiture of eligibility.

(6) The Bureau will form a preliminary review committee to conduct document reviews and select finalists for the final round.

(7) The shortlist is tentatively scheduled to be announced on June 13, 2025, on the Bureau’s website and official Facebook fan page. Shortlisted applicants will be individually notified of the deadline for submitting physical prototypes.


2. Final Selection (Physical Review)

(1) Shortlisted applicants must submit a complete physical prototype by August 11, 2025:

  2. Applicants submitting by mail shall bear the risk of damage. Severely damaged items will not be accepted.

(2) Failure to submit physical prototypes by the deadline will be deemed a waiver, and applicants will not be eligible for prototype subsidies.

(3) Physical prototypes must match the preliminary submission images. A size variance of ±3% is permitted.

(4) The Bureau will invite experts, scholars, and government representatives to form a final review committee. Applicants may be required to present and explain their design concepts in person if necessary.

(5) Final results are tentatively scheduled to be announced by August 29, 2025, on the Bureau’s website and Facebook fan page.


V. Incentive Mechanism

  1. Applicants shortlisted in the preliminary round who submit prototypes but do not pass the final review will receive a NTD 3,000 subsidy per proposal to support prototyping-related costs. Projects that pass the final review will not receive prototype subsidies.

  2. A total of 20 proposals (no ranking) are expected to be selected. Proposals scoring below 75 points will not be awarded.
    Each selected proposal will receive NTD 30,000–50,000 (depending on development requirements) as product development funding. Funds will be disbursed after verification of product launch (physical or online channels, subject to Bureau approval) and promotion during the 2025 Taiwan Design Expo.
    After development completion, the organizer may select outstanding products for procurement.

  3. International Design Competition Subsidy:
    Selected applicants participating in international design competitions such as the iF Design Award (Germany), Red Dot Design Award, or IDEA Award (USA) may receive a subsidy of NTD 10,000 upon completion of registration and submission of proof.

IX. Promotion Measures

  • Priority participation in County Government exhibitions and promotional events

  • Priority invitation to domestic and international exhibitions organized by the County Government

  • Promotion via relevant Facebook fan pages and Instagram

  • Priority recommendation to e-commerce platforms, industry hubs, and physical retail channels


X. Additional Notes

  • Incomplete proposals not supplemented before the submission deadline will be deemed withdrawn. Submitted materials will not be returned.

  • Any verified false information, intellectual property infringement, plagiarism, or misrepresentation will result in revocation of qualifications and subsidies. Legal responsibility and compensation for damages shall be borne by the applicant.

  • For promotional purposes, selected applicants agree to allow the organizer to use submitted materials free of charge. All physical prototypes become the property of the Bureau and will not be returned.

  • The Bureau reserves the right to amend, interpret, modify, or cancel this program. Any updates will be announced on the Bureau’s website and Facebook fan page without prior notice.

  • Participation in this proposal selection constitutes acceptance of all related terms and regulations.
